It seems that an update of the Silverlight 3 runtime was released on Tuesday, July 28th. This GDR 1 has version 3.0.40723.0.
Anyone a clue what has changed in this release?

There was a buffering issue with wmv streams containing large numbers of script commands.

Koen, Ars Technica - states Silverlight build 3.0.40723.0 fixes a media issue

Is Silverlight 3 GDR 1 (3.0.40723.0) just for end-user clients? I can seem to find a match Dev-Tools install for SL3 (3.0.40723.0); only reference appear to be the Silverlight 3 RTW (3.0.40624.0) edition. Dev's attempting to upgrade will get the standard "Your Silverlight developer components are out of date." if attempting to install with developer tools installed.

Yes, this is a runtime update only. The SDK remains unchanged with build 40624.00.
